Russia is located in northern Eurasia with gambling only legal in four small regional areas, including: Kaliningrad Oblast, Azov-City, Altai Krai, and Primorsky Krai. Prior to 2009, gambling was legal but becoming a real problem with slot halls, casinos, and gambling houses spreading like wildfire across the country with 70,000 slot machines and 2,000 gambling tables in Moscow alone.

The excessive gambling took over the country and its citizens with money laundering then becoming a real concern. The government banned gambling as a result, but it remains in the previously stated areas with one or two casinos in each area.
