The Win-River Resort & Casino is in Redding, California. Redding is in the Sacramento Valley, a city of some 90,000 people on Interstate 5 in a beautiful part of Northern California on the Sacramento River. Redding is a somewhat well-to-do city, in which 95% of the adult population graduated from high school. The median income is well above average for a town of this size in the state of California.

It may seem like a strange place for a big resort and casino until you realize that it is operated by a tribal group and is therefore exempt from most of California’s tough anti-gaming laws. The resort serves tourists, attracting people from all over the country by billing itself as an alternative to Vegas. After all, Las Vegas doesn’t have the beautiful setting that Redding has.
